How do distribution utilities buy energy through public tenders?

● checked against the primary source on Oct 6, 2026Source: Presidency of the Republic

Acronyms: CCEE, Electric Energy Trading Chamber; ACL, Free Contracting Environment; EPE, Energy Research Office.

In one sentence

Market segment in which selling agents and distribution utilities buy and sell energy through public tenders, according to specific trading rules and procedures.

Real example

Number read from the published database

In Aug 2026, the consumption accounted by the CCEE in the Distributor agent class, which the observatory reads as ACR, was 41,376 MWavgNature of the data: Calculated; in the ACL classes, without exports, 31,220 MWavgNature of the data: Calculated.

No Check this number record of its own in this example: the number comes from the panel's published database, which carries the source and the reference date.

Calculated: Deterministic transformation made by Scrutiniums, with a published formula.

Why it matters

It is the environment in which the distribution utility buys energy for the market it serves: the same Decree requires distribution agents to secure one hundred percent of that market through contracts registered with the CCEE (art. 2, item II).

How it is measured

In the observatory, through the consumption accounted by the CCEE in the Distributor agent class, in average MW, alongside the ACL; at the EPE, through captive consumption on the grid, in MWh. Shares always as a ratio of sums in energy.

Unit: average MW (consumption accounted by the CCEE) or MWh (captive consumption on the grid, EPE)

Not to be confused with

  • ACL (Free contracting environment)

In the ACR, selling agents and distribution utilities negotiate through public tenders; in the ACL, contracts are bilateral and freely negotiated. In the panels, each environment appears in two universes (consumption accounted by the CCEE and consumption on the grid from the EPE), which are not mixed.

What cannot be concluded

  • The consumption accounted by the CCEE, according to the CCEE's own dataset description, is referred to the center of gravity of the submarket: it is not the consumption billed by distribution utilities nor the EPE captive consumption, which have other perimeters.
