A figure calculated with IBGE microdata: the weight of energy in the budget of the lowest-income families, in the Household Budget Survey of 2017 to 2018.

See in the panel: Inclusion: weight in the budget

Estimated: Value obtained by a statistical procedure, with uncertainty.

Why it matters

The IBGE produces general statistical information about the country, not about the power sector. The observatory uses its figures when a panel needs data on households and families, such as the Household Budget Survey (POF), which gives the weight of energy in the budget, and the Continuous PNAD, which gives the households without electricity.

Not to be confused with

  • ANEEL (Brazilian Electricity Regulatory Agency)

The IBGE produces statistical, geographical, cartographic and demographic information about the country; the one that regulates and oversees electricity is ANEEL. An IBGE figure, such as that of the POF or the Continuous PNAD, describes families and households, not the power sector.

What cannot be concluded

  • The law is from 1973. The consolidated text from Planalto read on Oct 9, 2026 has no amendment notes in arts. 1 to 3, but the current IBGE bylaws and the norms on its link to the federal administration were not read.
